National Transfer Certificate (NTC)

The National Transfer Certificate (NTC), formerly known as No Objection Certificate (NOC) is required when a player or official (Coach/Manager/Team Official, etc.) intending to participate for another State/UT/Unit or in its competitions other than their current unit.

For example, if a player previously participated in the Kerala team or any District / State Championship of Kerala in past year(s) but now wants to represent the Rajasthan unit, then:

  • Kerala is the Releasing Unit
  • Rajasthan is the Receiving Unit

A player has the right to get the NTC if the player:

  1. is taking education in the receiving unit
  2. is serving in the receiving unit
  3. migrated to the receiving unit
  4. has not participated in any competition/event conducted by releasing unit/HFI after 1 April 2026
  5. is not suspended or serving a suspension period in the releasing unit/HFI
  6. has no disciplinary proceedings pending against him in the releasing unit/HFI
  7. is not involved in financial dishonesty in the releasing unit

NTC Process for Players / Officials Not Registered on HFI Central Registration Portal (HFI-CRP)

If the player/official is not yet registered on HFI-CRP, they must follow these steps before applying for an NTC:

  1. Register on HFI-CRP by clicking here.
  2. Register under the Affiliated Unit that they last represented in a National / State / District Championship.
  3. Once thir registration is approved by HFI, they can apply for an NTC following the online process below.

NTC Process for Online Registered Players/Officials

  1. Login to your HFI-CRP ID using your email and password.
  2. Click on the Menu ButtonNTCs.
  3. Click on New NTC Request (Upper Left/Right Corner).
  4. Select the Receiving Unit Name in the Transfer To and write the reason for transfer.
  5. Pay the applicable transfer fee of Rs. 2000 through the online payment gateway.
  6. Once the request is successfully created, wait for further processing.
  7. The transfer request will be forwarded to the Releasing Unit for approval.
  8. Only fully completed request with applicable fee will be considered, and the transfer fee will not be refunded under any circumstances.
  9. The Releasing Unit’s Secretary must issue the NTC within 15 days unless rejected under due to reasons mentioned below.
  10. If the releasing unit rejects the transfer request, it must clearly specify the reason for rejection. The unit must also send the reason for rejection, along with all details of the player and documents related to the case, to the HFI Office by e-mail within three (3) days of rejection.
  11. If the releasing unit does not act on the transfer request within 15 days, either by accepting or rejecting it, the HFI will issue the NTC without the releasing unit’s approval.
  12. If the player is dissatisfied with the reason for rejection provided by the releasing unit, they may file an online appeal through the HFICRP. The HFI will resolve the appeal within 7 days of receipt, and no fee will be charged for the appeal.
  13. The officials i.e. Coach, Manager, Team Officials, etc. can obtain NTC as many times as they want within a calendar year following the above steps.

Reasons for NTC Rejection

A Releasing Unit can reject an NTC request if:

  1. The player has participated in any competition/event conducted by releasing unit/HFI after 1 April 2026
  2. The player/official is involved in financial dishonesty.
  3. The player/official has pending disciplinary proceedings.
  4. The player/official is suspended or serving a suspension in the Releasing Unit or HFI.
